Another method, which does not require changing macro security or removing templates is to go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Word\Addins\PDFMaker.OfficeAddin in the Registry and change the Load Behavior to 0. This also works for Outlook and other MS Office (2003 anyway) apps. You will still be able to converto to PDA as a print option.

Ah, there are 2 problems with lowering the macro security. You are opening Word up to more vulnerabilities. Granted we do rely on our anti-virus products, but still. And second, this doesn’t prevent the add-in toolbar from loading.

You are right... you don't "need it"... however if you have any pesky users that don't want to take "No" for an answer, they will want it and put up hell in order to have it. For these users, there is always the less secure method of lowering the Macro security level... Open Word and goto "Tools -> Macro -> Security" and set the radio button to either low or medium. Click OK.
